Serloco doesn't do a great job of connecting the dots for his readers. He lets his audience come to their own conclusion because that's how he shows instead of tells. It sounds like he's telling, but he's really not revealing anything unless you're in the circle. His circle.
It sounds like you don't want in his circle, Le. I can't blame you. His circle sounds a bit ridiculous when you see it from the outside. See if from his perspective and what he's preaching is very simple. He's basically saying you're experiencing the reality you perceive. Perception controls reality.
The collective perception is mighter than the individual perception. Hence why some things are more easily altered than others. That's the tl;dr version.
