At the top of that path is the leader. The leader must look out for his people, as the people look out for and support the leader. It is like a triangle in cheer leading. WIthout the lower levels the top doesnt reach so high. Intent and will is powerful stuff. With the collective intent of the people the leader, and the peolple, rise together. For the top of the triangle sees more then the bottom levels, and thus the leader feeds the people below as the below elevates the leader.
