I think it is true in most cases, though I believe the goal should be to lessen our tendancy of filtering.
Then, and only then will, we be able to grasp a mental concept (or the reality that we exist within) in anything approximating it's pure form.
That is what "stopping the internal dialog" is for. Not only to stop the incessant talking, but to stop the judgement faculty which causes us to filter all incoming information.

This ideology is not an "interferance" or hindrance to understanding anything, but rather the keys to opening ourselves up to an awareness of reality.

Paul recognised that, though he was aware of certain spiritual realities and revelations, there was no end to the revelations to come if he kept "dying" to what he was so that he could ressurrect to what he was not yet.
In other words, if you think you've arrived, you ain't there yet.
