Personally, I wouldn't define phantoms as flyers. More accurately, phantoms are "ordinary" human beings who are stuck in the matrix and imprisoned bytheir own belief systems. As a result, they are constantly trying to pull the seeker back into "the real world." They are the ones who are fond of saying, "Get with the program."
The road to Ixtlan leads nowhere - yes. The problem is that it is alluring because of the promises of comfort, riches, etc., which it offers. The promises are hollow, whispered on the lips of phantoms. If you ever saw the old movie, DARK CITY, "Ixtlan" has a lot in common with "Shell Beach."
