Yes, it is definitely good advice to also recapitulate so the practitioner can use the extra energy impeccably to intend freedom.However, I think it is not realistic to generalize when assessing what is good and bad. Subtlety and variations applies, in the sense that the effects are different for each person and each person is at a different level. I could claim that writing on forums can be even more harmful to some people than practicing Tensegrity because it some cases, it just serves the foreign installation: I exaggerate on purpose here, just to make a point that it, depends on the intent behind it, what type of 'energy' you bring into it and how you do it!
So I think there is no harm in doing Tensegrity and it can help you, it had definitely helped me. Tensegrity classes and workshops always come together with 'tracking' exercises that are a modern alternative to recapitulation because it is true, practitioners are often reluctant when it comes to recapitulating.
