The description seemed pretty clear to me, and I agree that using the term "eagle" was needlessly confusing.
To me, "the force that rules all there is" could be taken as another term for how people traditionally think of god and god's rules. I think most here would agree that whatever god is, or whatever that force is, is more like something inert like electricity. I do think we can all agree that there is a force that controls the way the universe works. I would say that the force is impersonal.
I would also say that something strips our memories in passing from life to life because we came here with memories cleaned. However, I more think that this is impartial, as in just the way it is, and it is unlikely that offering it something will alter than fact. In other words, it is neither an eagle or a god and it just doesn't care.
What it seemed that DJ and the others were aspiring to do was to slip into other worlds before death here in this world and to live indefinitely slipping from world to world. In essence to cheat the force...although it is not really cheating because they never encounter the force. I think what DJ was getting at was that there was a loophole.
