Crow, IF there is such a thing as overpopulation, WHO is going to decide the measures to fix this issue and WITH WHAT KNOWLEDGE?

Sadly... it's only rethoric. If things don't change drammatically the bankers will choose and will have paid scientists to support their policies, much
like Nazi Germany.
And bankers think that people are less than bugs. They will massively kill us all as pest control and heavily control the rest with a Police State.
In a materiallistic powerful mind, the rest of humanity are either minions, slaves or pests.
