I think the point of contention usually is over whose job it is. I think in the US right now you can see a movement away from people thinking that civil rights and human rights are somehow the government's job and maybe people who pay taxes deserve a minimum wage and sometimes even food assistance, if not actually free health insurance. Even the people leading this seem quite split on whether the right answer is Churches or the Free Market that IS supposed to handle this, though.
