The end decisions are on LW what concerns this - he is not absent now and I am not the overseer of this place as I was any more (and what concerns my part of guiding this site in his absence I am very satisfied with the way things were before LW returned, even in the NH department I found we had come to a good spot what concerned his posting, which was not how it is now). Since LW's return I have been withdrawing from administrating this place as that makes sense now that LW is back and making decisions on his own that have come to shape this place since his return.
Mr Nagual is not NagualHuman (neither is NagualJudas. people at this site are paranoid and see scout or NH everywhere, even where it is not so, then they feel he is overcrowding the place even when he is not). Black Jaguar may be, since he has used IPs from different parts of the globe, and his introduction imo points to either being a sock puppet and/or a person who is playing around.
seesaw, I do not appreciate you confusing facts about the site. You say in the absence of NLW the moderation at the forum has been very liberal and that it is affecting the quality of things. Actually, I was around for a long time before LW's absence came about and it was practically impossible to discuss anything here. I stopped reading the public part of the site altogether, went directly to RF until I became Admin and had to deal with the mess by default of LW going poof. In comparison to how I remember it before, I find now the site has had some nice threads in the last months (some of those you can see featured).
The way moderating has been done during LW's absence was continuing his liberal approach. This was done consciously and the site has flourished over the last year it got back on its feet (which can be seen on more areas of the site, one of which is active members increasing from less than 30 to around a 100, before LW came back). If LW wishes to change the policy of member posting he may do so..
If people agree with seesaw and shamanka, we can give NH a warning. Give him some concrete posting guidelines (which need to be made), which if he does not keep to would lead then to restricting his posting limit. Still, another thing that needs to be cleared is then the issue of sock puppets. I was never one for sock puppetry but had to accept it around here (because here it always was a constant phenomenon). If we limit NH and he wants to go around that it is easy.. The site/LW allows sock puppets. There is no use banning or limiting him if sock puppets are gonna stay.
I have already suggested what I suggest above when we had issues with other members spamming or over posting, but it never led to any thing. However, since I am an admin at the moment, if people want a change in policy (and LW is not against it), I can make it happen to the extent it is possible. I can check on IPs of people and remove the ones that are not stable and jump around the globe, or the ones that are same as other members. Only if this is done does it make sense to limit member's posting and/or ban them (but there usually is no need to ban if we have options to restrict).
