Fool is the one who is not aware of evil arising in his/her life, detriment in his/her life, not knowing the good and evil - results of ones action=karma, or the most importantly and definitionary the fool (bala in pali) is the ignorant man/woman, not aware of the danger in the next world, ignorant of the results of karma=retribution. The wise is the one who practices as he/she is aware of the danger in the next world (the result of the bad action=karma) and lives and acts accordingly.
