Although I must say that trying to OWN a piece of the Ocean and charge rent on it, etc. is an even more absurd idea than usual, so God and Satan mostly leave all that alone.

The funny thing though is that as a result of that, on the Ocean, the separation of Church and State is impossible.

Nothing is truly separated. Science recently figured out how to combine water and oil. Things fluctuate constantly.

There is certainly a lot of bubbles combining and then breaking apart differently going on.

I am not sure what prevents the biggest bubble from just absorbing all the smaller ones, but some kind of natural force prevents this.

It is a force basically analogous to gravity. The further you get from the center of the Earth, the weaker the pull of gravity, as 1/radius^2. Bubbles can only get so big.

The issue seems to be free will. Respecting personal choice is essential. Believe it or not, some prefer ignorance as it brings bliss. People deserve a happy life. Marrying a Mormon. It is a simple pleasure.
The greatest minds suffered immensely. With knowledge comes power and responsibility. Not everyone wants to suffer.

The third option is very confusing because, without elaborating, to some extent the boat appears male and the ocean appears female.

Also, however counter-intuitive it is, sinking seems great. It seems like just the best thing imaginable to be eaten by fish and become one with the Ocean.
